Here it is possible not to show the tabs and to setup a navigation on your own.
We have a very small example that shows, what you will need, to do that.
In the desktop project switch off "Show Tab".
Add the identifier of the Landing Page, the page that shall be accessed, when initially opening the ActionPad.
On a Menu page you can now navigate to other pages.

On each page do not forget the back button to get beack again.
You can select a page in the workflow by using the "Page Navigation" block.
You can jump to a specific page by sending the according identifier.
